Status: Exempt - Salaried Executive
Under the general direction of the Executive Director, the Deputy Executive Director is responsible for providing professional assistance to the Executive Director in the management of the day-to-day operations of the Authority. The position provides policy direction and supervision to senior management, as assigned; monitors and evaluates the activities and services of all agency departments; and serves as Acting Executive Director in the absence of the Executive Director.
MAJOR DUTIES AND RESPONSIBILITIES
Summarized below are the major duties and responsibilities of the Arkadelphia Housing Authority Deputy Executive Director. This is not intended to be an exhaustive list of such duties, but rather a listing of the key duties and responsibilities. Other minor duties and responsibilities may be assigned by the Executive Director.
Assists with the daily management and administration of AHA low-rent public housing and Housing Choice Voucher program.
Directs programs that sustain the physical, social, and programmatic viability of the AHA housing developments and private rental housing.
Assess and monitor departmental workloads, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement change. Establish programs to correct management deficiencies.
Assists in the development of Authority policies and procedures implementing Federal, State, and local directives and statutes and other Authority programs; and, as applicable, procedures for department activities and programs.
Participates in the selection of AHA staff.
Maintains adequate monitoring and reporting systems to ensure the adequacy, quality, and timeliness of Authority work. Hold and conduct regular staff meetings, to include the communication of and training in Authority policies.
Ensures strict compliance of agency programs with Federal and State guidelines and regulations; researches and analyzes new Federal and State guidelines.
Develops and implements goals, objectives, policies, procedures, performance objectives, standards, and reporting systems. Develop cooperative strategies among departments within the Authority and with regulatory and funding agencies, subject to the approval of the Executive Director.
Establishes and maintains a cooperative relationship with tenant organizations in a manner that demonstrates an understanding of and respect for diverse cultural backgrounds.
Assists with the development and implementation of AHA goals, objectives, policies, and priorities for each of the assigned service areas. Serve as a policy and program advisor to the Executive Director regarding management and operations issues and other Authority-wide matters.
Assists the Executive Director in building quality partnerships with AHA resident organizations and the broader client base served by AHA.
Ensures that customer service to AHA housing clients is respectful, responsive, and efficient.
Provides opportunities for AHA housing clients to provide feedback regarding customer service, maintenance, and policies that affect residency.
Assists the Executive Director in the preparation of reports and other correspondence to the Board of Commissioners, HUD and other outside agencies.
Assists the Executive Director with administrative functions of the Board of Commissioners.
In the absence of the Executive Director, assume full management responsibilities for Authority programs and services, policies and procedures, and other business functions.
Performs related duties and assumes related responsibilities, as assigned by the Executive Director.
OTHER JOB FUNCTIONS:
May act as an Authority hearing officer, analyzing, and evaluating staff and owner/tenant grievance cases, rendering decisions, and directing implementation.
