RFQ For Architectural and Engineering Design Services - RFQ: 2026-01

For purposes of this Request for Qualifications ("RFQ"), the Housing Authority of the City of Hot Springs ("Agency" or "Authority") is the procuring entity and will be solely responsible for the solicitation, evaluation, selection, negotiation, award, administration, and oversight of any contract resulting from this RFQ.

The Agency is affiliated with Hot Springs Public Facility Corporation ("Affiliated Nonprofit"), a separate 501©(3) nonprofit organization that supports the Agency through fundraising and related activities. The Affiliated Nonprofit is not the procuring entity under this RFQ and shall not have authority to bind the Agency, make procurement decisions on behalf of the Agency, direct the A&E Firm, authorize work, approve payments, or otherwise modify the resulting contract unless expressly authorized in writing by the Agency and permitted by applicable law.

Funds raised or provided through the Affiliated Nonprofit may be used to support projects or activities undertaken for the benefit of the Agency, subject to applicable funding restrictions and requirements. The use of funds raised or provided through the Affiliated Nonprofit shall not, by itself, create any contractual relationship between the A&E Firm and the Affiliated Nonprofit or give the Affiliated Nonprofit authority over the A&E Firm or any Agency project.

The Agency anticipates the need for qualified architectural and engineering firms to provide professional services for various projects undertaken by or for the benefit of the Agency and its programs. Accordingly, the Agency is soliciting Statements of Qualifications ("SOQs") from qualified and properly licensed architectural and engineering firms to provide professional services on an on-call, as-needed basis.

The Agency intends to select one (1) qualified A&E Firm to enter into an on-call Agreement under which individual projects or assignments may be authorized during the contract term. Selection under this RFQ does not guarantee the A&E Firm any minimum amount of work, projects, assignments, or compensation. The Agency may elect to procure individual projects separately when permitted by applicable law and funding requirements.

Individual projects or assignments will be initiated only through a written Work Authorization issued by the Agency's authorized representative. Each Work Authorization may establish the specific scope of services, deliverables, schedule, compensation, funding source, and other applicable requirements. The A&E Firm shall not commence work or incur reimbursable expenses for an individual assignment until it has received the duly authorized Work Authorization.

The Agency is subject to applicable federal, state, and local laws and regulations, including applicable requirements of Title 24 of the Code of Federal Regulations ("CFR"), U.S. Department of Housing and Urban Development ("HUD") requirements, applicable funding-source requirements, and the Agency's procurement policies and procedures. The selected A&E Firm shall comply with all requirements applicable to the Agreement and individual project assignments.

The initial term of the resulting Agreement is anticipated to be three (3) years, with up to two (2) additional one-year renewal options at the Agency's discretion, subject to funding availability, continued need, satisfactory performance, and any required approvals. The total contract term shall not exceed five (5) years.

Following selection of the A&E Firm, the Agency will define the scope of each project or assignment and negotiate the compensation, schedule, deliverables, and other applicable terms for that assignment in accordance with the resulting Agreement and applicable law.
